Frequently Asked Westminster-Canterbury Expansion Questions

How will this impact parking for residents and beachgoers?

Street parking on the north side of the Project Site (south side of Ocean Shore Avenue) will be closed within the next 60-90 days. 

What is happening with the current Public Beach Access? 

We are adding a new beach access prior to Phase 2 (The Independent Living Structure).The existing beach access will be closed during construction of the Independent Living Structure.  The new beach access will be at the edge of the Fishhouse lot and even wider/better than the current sand pathway during construction. Accessibility will meet or exceed the accessibility of the current beach access. 

Are you making any part of the beach a private Westminster-Canterbury beach?  

No. The beach in front of all of Westminster-Canterbury is open to all and will remain open to all.  It is a public beach that happens to be in front of our campus. The only change is making the access better and wider in hopes more people will use this beautiful stretch of public beach.    

We have heard that beachgoers cannot walk underneath the Pier to get to the other side.  Is that true?

No.  This claim is false.  The record holder for the tallest man alive per the Guinness Book of World Records was still less than nine feet tall. Even at high tide, there is approximately 10 feet of clearance underneath the Pier.

What is the timeline for construction?

  • September 2021 - Our construction team is visiting neighboring condominium units to do a pre-construction/baseline assessment so if any damage occurs during construction we have the documentation we need.
  • October 2021 - Construction on the Assisted Living/Memory Enrichment building begins. Construction will take approximately 20-24 months.

Where will the construction workers and others on the project park their cars? 

Our contractor will be transporting construction workers to the job site. A small number of key contractor personnel will be parking in a WC approved parking lot (not on the street). Contractors and their staff will need an approved sticker that can only be obtained from our security department. We will be proactively policing Starfish Road and Ocean Shore Avenue to make sure that everyone working on this project is parked appropriately. 

What kinds of pounding or drilling will happen in the construction of both the health care and independent living buildings? 

Great news! We were extremely pleased to find out that the Auger technology will work for this project. This technology, while more expensive to us, results in much less vibration and noise to neighboring property compared to traditional pile driving. We felt strongly that this additional investment was well worth the cost. Click here to watch a video about the Auger Cast Pile Drilling system and its benefits. For construction of the Independent Living structure, we will use a system similar to the Assisted Living/Memory Enrichment building.

What are the hours that construction will take place?

The City of Virginia Beach’s Code of Ordinances Section 23-69 allows for work between the hours of 7AM and 10PM. Our Contractor will try to have most work occur between 7AM and 5PM. However, some activities require material cure times (such as concrete finishing). Such work may extend beyond the normal workday. Work will not regularly be scheduled on weekends. However, should work be delayed due to inclement weather, weekends may be used to make up that work. 

What happens if there is damage to my home or my belongings due to your construction? 

Any damage that occurs will be investigated to determine the cause. Should it be found that damage was caused by construction processes, then a suitable arrangement will be offered to repair or replace the damaged property.
